Israel’s Police Security Department convened its 4th annual convention yesterday.

The responsibility of Israel’s police security department is to provide the security code of work to other Police departments as well as to governmental entities and companies which are required to work under the security regulation. Among these organizations are: Israel’s Prison Service, the Energy Ministry, Israel’s Electricity Company, and the guards of the court system among others.

The Inspector General of the Israel police, Yohanan Danino, welcomed the convention delegates and said: “The Police in Israel are seeking today more than ever to tighten its relationship with the IDF and other Israeli security forces. We are increasing the number of forces at targeted areas such as, the border line with Gaza, the west bank and Temple Mount.  We are working together in full coordination with civilian security forces to achieve better personal security and the prevention of acts of terror. The Security department in the police, its managers and officers, are not only actively engaged in the prevention of acts of terror but are using its full power in the continuing battle against crime.”

Danino added, “These actions are all a part of our organized, comprehensive, relevant and updated intelligence picture and security agenda. Accordingly we have successfully consolidated our security model to better cope with different crime activities. We have even initiated a security policy for the prevention of robberies at postal offices, banks, etc., while offering different scenarios and their handling.

Inspector General Danino stressed that all these actions are only examples of a large scale process for implementing new security models at Israel’s security department.  “We consider the human factor as the most important factor to ensure the success of our Police work.  Members of civilian and police organizations are required to be professional, trained and ready to handle any scenario. In the end of any situation human action will be needed to stop a terrorist.  As a result we have invested heavily over the past year in the education and training of all security personnel in police, civilian and governmental entities.”

Danino went on to talk about recent acts involving violence and racism on the football fields, saying they are the perfect illustration for the importance of cooperation between the police and the civilian security organizations. “Our goal for 2013 is to preserve and improve the personal security of Israel’s population. We are going to fight crime and terror with all our means, including the improvement of public services while enhancing our relationship within local communities. The only way we can achieve our goal – is to strengthen the trust of Israel’s population in the police.”

Yohanan Danino concluded his remarks with a personal message to the delegates.  “I want to personally thank all of the civilian security personnel. You are our primary partners for achieving success in all of our goals.”

Commander Nissim Mor, the Head of the Operations Department of Israel’s’ Police, expressed his opinion that Police personnel are now dealing more than ever with issues that require the handling of civilian crisis scenarios, such as fires, hazardous materials, earthquakes, floods etc. . He stated his belief that during such events, police personnel sensed that they need the ongoing support of civilian security entities. “The world of civil security has broad capabilities, both human and technological, and we are required to utilize this great potential for our needs as well. Therefore, we will act this year to broaden the amount of entities that are required to follow security regulations.  We will also formalize the operational concept of the security officer, engaging more security officers in acts of crime and violence that the police are handling, as well as to broaden the use of technology and introduce security officers as an alternative force during emergencies.”

Brigadier general Amitai Levi, the head of the security department emphasized to  i-HLS reporter that 2013 is targeted as the year for security and security effectiveness. “The responsibility of the security department is to provide police and other governmental security forces, as well as civilian security personnel with the work codes they will need to follow as well as the standards and procedures that are required in their work as security personnel. We are also encouraging them to purchase new technologies which can help us all to prevent, monitor and handle security events.  “ The Police security department  is also responsible for setting the standards for the technologies they require.”
