It means obtaining communications network data pursuant to lawful authority for the purpose of analysis or evidence.

Such data generally consist of signaling or network management information or, in fewer instances, the content of the communications. If the data is not obtained in real-time, the activity is referred to as access to retained data (RD).

There are many bases for this activity that include infrastructure protection, cyber security and more. One of the bases for LI is the interception of telecommunications by law enforcement agencies (LEAs), regulatory or administrative agencies, and intelligence services, in accordance with local law.

The Israeli company “Septier Communication” provides security solutions which combine lawful communications interception, data mediation, intelligence gathering and tactical products, offering a complete tool for law enforcement companies worldwide. These solutions are used by law enforcement and homeland security agencies in their efforts to track and prevent cyber-crime and acts of terrorism.

The Septier Cellular Locator has been designed for positioning of GSM Mobile Stations. It provides tactical acquisition and positioning capabilities for GSM Mobile Stations. Positioning is done both by correlating distance measurements from several units working in parallel and Active Positioning, which enables “last mile location fixing”, which is highly accurate and enables operational activity. In addition, the system enables Active Positioning capabilities of target GSM phones. The system remotely forces the target phone to transmit at high power, making it easy to home in on the emitted signal. As tactical forces close in on the phone, the target’s transmission power can be decreased to allow for “fine tuning” of the homing in process and avoid reflections of the emitted signal. This capability allows locating a single target phone (or the person carrying it) within minutes after the active positioning process has started.

For interception, Septier offers the Septier Cellular Extractor which allows its user to extract various types of information regarding GSM MS operating in its coverage area. This includes IMSI, IMEI and MSISDN. This functionality enables users equipped with a database of numbers to identify potential targets active in the area, collect additional information regarding them (either through the system or through other means) and pursue other operational measures.
