This report summarizes notable events discussed on jihadist Web forums during the second half of January 2014. Following are the main points covered in the report:

  • Sheikh Ayman al-Zawahiri, leader of Al-Qaeda, called on Muslims living in Islamic countries to revive the popular protests against the incumbent regimes, especially in Egypt, until they are overthrown due to their actions against shari’a. In his opinion, the Muslims in Chechnya who are fighting against Russian security forces should serve as an example and model for remaining steadfast in their struggle until their goal is achieved.
  • Sheikh Ayman al-Zawahiri, leader of Al-Qaeda, called on the mujahideen in Syria to preserve unity among their ranks and avoid clashes with one another. In addition, he recommended the establishment of shari’a courts to serve as an arbitrating body to mediate conflicts between jihadist organizations. Another indication of the effort to bring about peace among various jihadist factions in Syria was the cease-fire draft proposed by Sheikh Abdallah al-Muhaysini, a Saudi preacher staying in Syria. His initiative won overwhelming support from most of the organizations, including the Al-Nusra Front and the Islamic Front, but was rejected out of hand by the Islamic State of Iraq and Al-Sham.
  • Sheikh Abu Muhammad al-Maqdisi, a senior member of the Salafi-jihadist movement in Jordan, repeated his call for the mujahideen in Syria to end their civil war and unite under one leadership in order to implement shari’a.
  • The Islamic State of Iraq and Al-Sham seems to have penetrated Lebanese territory and established an organizational infrastructure there, based on the fact that a Salafi-jihadist sheikh named Abu Sayyaf al-Ansari, from Tripoli, Lebanon, swore his allegiance to the Islamic State of Iraq and Al-Sham. Al-Ansari called on Muslims in Lebanon to act against the Lebanese army and Hezbollah.
  • The Abdullah Azzam Brigades, a Salafi-jihadist organization operating mainly in southern Lebanon, published an obituary for Sheikh Majid bin Muhammad al-Majid, leader of the organization.
  • A new jihadist organization in Egypt called Anjad Egypt declared the permissibility of killing all Egyptian security personnel and the commencement of an assassination campaign against them.
  • The jihadist media institution, the Global Islamic Media Front, published an obituary for Doku Umarov, leader of the Islamic Emirate of the Caucasus.
