The Importance of Identifying Intent Rather than Means

17072743_sTerrorists and criminals are better organized and more sophisticated in 2013 than ever before, even taking advantage of new techniques and flaws in public awareness in order to commit devastating acts.  To keep public citizens and private enterprises safe from potent threats there is a need to maintain an even greater degree of sophistication and advanced technology.

Recognition and identification of terrorists before they act is therefore essential in the war against terror and crime. For this purpose, the identification of terrorists before they act, Suspect Detection Systems (SDS) developed a technology that is designed to identify threats in real-time, and prevent incidents before they are carried out.  This technology enables the detection of the hidden ‘hostile intent’ of assailants before or after they commit their intended acts.

According to Shabtai Shoval, SDS founder, “The COGITO technology enables “Man – Machine” communication using data fusion, which enables the prediction and detection of internal threats.”  The technology is based on Behavior Pattern Recognition through automated learning and the implementation of ‘guilty knowledge’ based theory.  Shoval adds, “The use of data fusion for biometric stimulus generation, and customized interrogation methods, as well as a unique set of advanced algorithms enables high accuracy in human behavior analysis. Thus, in a matter of minutes the system emulates the analysis of manual polygraph specialists, and determines whether an individual in question is a suspect or non-suspect.”

Shabtai Shoval goes on to explain that the system enables the use of a screening process without the presence of interrogation experts.  The system is not based on a human data base of suspected personnel in crime and terror, but it does recognize suspects only by their behavior. “Since, criminals and terrorists today do not tend to arrive at their target destination with regular explosives but with binary materials, it is much more difficult to locate them among the crowd.” Shabtai stresses, “We are facing  intelligent criminal / terrorist elements today, and therefore we need to identify intent rather than means.”

Besides the HLS market, the COGITO technology is also offered to the Employees Integrity and Loss Prevention market which according to SDS amounts to about 200 Billion USD per year. In this application the system can be used to detect personnel with criminal intent who wish to harm an organization through theft or fraudulent behavior.  This method of pre-employment screening can filter out potential employees who may be connected to rival competitors or organized crime organizations. In general this method of employee screening can also detect potential criminal discontent among active employees.
